The U.S. Embassy in Damascus has remained closed since 2012 amid Syria’s civil war. Following Bashar al-Assad’s ouster in December 2024 and the establishment of a transitional government led by Ahmed al-Sharaa, the Trump administration notified Congress in February 2026 of plans for a phased reopening, with spending authorized shortly thereafter. Special envoy Tom Barrack raised the U.S. flag at the compound in May 2025 and has held talks with Syrian officials. European countries have accelerated normalization, including Germany’s reopening in March 2025, the UK’s restoration of full relations in July 2025, and Denmark’s embassy reopening on August 31, 2026, with additional aid pledged. U.S. visa processing for Syrians continues through posts in Jordan and Lebanon as of mid-2026, reflecting ongoing security and logistical considerations that could influence the timing of any full resumption of operations.

Any opening of a U.S. embassy in Damascus will qualify regardless of its exact location.
Announcements that do not clearly commit to opening an embassy, such as general diplomatic statements, exploratory comments, or partial/conditional steps, will not count.
The resolution source will be official statements from the Governments of the U.S. and Syria; however, a consensus of credible reporting will also be used.
