Raul Ruiz, the Democratic incumbent representing California's 25th Congressional District, led the June 2, 2026, top-two primary with roughly 60 percent of the vote, while Republican Joe Males finished second at about 19 percent and advanced alongside him to the November general election. The remaining Republican candidates, Ronald Huffman and Ceci Andrade Truman, each received under 13 percent. California's nonpartisan primary system sends the two highest vote-getters forward regardless of party, and preliminary tallies reported shortly after Election Day confirmed this pairing with the large majority of ballots counted. The district's partisan voting index and historical results favored the sitting member in the primary field.
