Non-equity financial instruments or stakes acquired by private persons or entities not owned or controlled by the US federal government will not count; acquisitions by by states, pensions, index or mutual funds, or consortia will not qualify. An official US federal government announcement of a completed qualifying acquisition, or of a binding agreement to complete a qualifying acquisition, within this market’s timeframe will be sufficient to resolve this market to “Yes”. Speculation, suggestions, plans, or other announcements which do not announce a completed acquisition or a binding acquisition agreement, however, will not count. The resolution source for this market will be official information from the US federal government and a consensus of credible reporting. The Trump administration has accelerated a shift in U.S. industrial policy by converting grants, loans, and national-security funding into direct equity stakes in strategic firms, particularly in semiconductors and critical minerals. Since January 2025, federal agencies including the Departments of Commerce and Defense have completed or announced roughly sixteen such transactions totaling $20.9 billion, with a 10 percent stake in Intel valued at $8.9 billion in August 2025 and a golden share in U.S. Steel secured in June 2025. Additional positions include a 15 percent holding in MP Materials and an 8–16 percent stake in USA Rare Earth announced in January 2026. These moves aim to strengthen domestic supply chains and reduce reliance on foreign suppliers. Trader sentiment on future stakes reflects ongoing negotiations in quantum computing and additional mineral projects, with resolution likely tied to new funding announcements or congressional appropriations before year-end.
