Raul Ruiz, the Democratic incumbent representing California’s 25th Congressional District, finished first in the June 2, 2026, top-two primary with roughly 59 percent of the vote. Republican Joe Males, a Hemet city council member, advanced in second place with about 20 percent, ahead of fellow Republicans Ronald Huffman and Ceci Truman. Under California’s nonpartisan primary rules, Ruiz and Males will face each other in the November general election. The district’s partisan lean and Ruiz’s established incumbency have long positioned the seat as favorable for Democrats in analyses from outlets such as the Cook Political Report. No other scheduled events or filings remain that would alter the primary outcome.
