Senate procedural requirements have consistently blocked H.R. 22 and related SAVE America Act versions despite House passage in 2025 and early 2026. Multiple Senate floor votes fell short of the 60 needed to overcome filibuster opposition, with the highest tally reaching only 53 and later attempts including amendments to appropriations and defense measures also failing. Key Republican senators joined Democrats in key procedural blocks, and leadership declined to schedule further debate given insufficient support. With the 119th Congress session nearing its end and midterms concluded, the narrow remaining window for enactment before year-end has reinforced trader expectations that the bill will not reach the president for signature in 2026. Late-session compromises or rule changes remain theoretically possible but face the same structural hurdles observed throughout the year.
