Recent federal immigration policy adjustments, including sharp cuts to temporary resident admissions from over 670,000 in 2025 to 385,000 in 2026 and a target to reduce their population share below 5 percent by late 2027, produced Canada's first annual population decline on record in 2025, totaling roughly 102,000 people. Parliamentary Budget Officer projections and Statistics Canada data now indicate flat overall growth in 2026, with net outflows of non-permanent residents largely offset by steady permanent resident admissions around 380,000 and one-time transitions of existing temporary residents. This stabilization, following two consecutive quarters of contraction through early 2026, underpins trader consensus that any 2026 decline will fall short of the prior year's historic drop.
