President Trump has repeatedly called for invoking the nuclear option to eliminate the 60-vote cloture threshold on major bills, citing repeated failures to reach that mark. Thune and other senators have resisted full elimination of extended debate on legislation, noting risks to minority protections once control shifts and preferring targeted precedent changes instead.
