The heavily Democratic character of Georgia’s 13th congressional district, combined with the July 28, 2026 special election to fill the vacancy created by the death of longtime Representative David Scott, produced strong trader consensus that one candidate would secure a majority and avoid a runoff. With multiple Democrats on an all-party ballot and only token Republican opposition, pre-election analysis and historical patterns in similar safe-seat specials pointed to rapid vote consolidation around frontrunners such as Marcye Scott or Everton Blair. Georgia election rules requiring an outright majority for an immediate win reinforced expectations that the leading Democrat would clear 50 percent, keeping the implied probability of a first-round victor near 93 percent until results showed the vote split at roughly 46-37 percent and advanced the top two to the August 25 runoff.
