New People (NL) enters the September 18–20, 2026 State Duma elections as a registered systemic opposition party holding 15 seats, with its federal list approved by the CEC in July after a July congress that named Alexey Nechaev, Vladislav Davankov, and Sardana Avksentieva at the top. Recent VCIOM and FOM surveys place its support in the 8–13% range—up from 5.3% in 2021—potentially supporting 30–50 proportional seats depending on turnout and distribution, yet the party has nominated candidates in only 83 single-member districts and operates within a framework where United Russia secures the large majority of seats through incumbency and regional machinery. Analysts note modest projected gains for NL regional groups but emphasize the 5% threshold, limited independent organizational depth compared with CPRF or LDPR, and the overall managed electoral environment that caps smaller parties’ totals. These factors underpin trader consensus around limited seat growth ahead of the vote.
