Peggy Flanagan holds the leading implied probability in this Ramsey County segment of the Minnesota Democratic Senate primary at 59.5 percent, while Angie Craig sits at 23 percent and several other named and unnamed contenders cluster near even money. The tight positioning among most candidates reflects limited recent polling specific to St. Paul voters, overlapping local endorsements, and uncertainty over turnout patterns in a county that favors progressive-leaning Democrats. No major candidate debates, fundraising surges, or official announcements have yet produced clear separation. Upcoming events such as candidate forums, endorsement decisions by local unions or party officials, and shifts in statewide polling could alter the distribution if they highlight differences on issues like housing, transportation, or federal priorities.
