Redistricting shifted Texas's 9th congressional district from a Democratic stronghold represented by Al Green to a Republican-leaning seat in eastern Harris County with a Cook Partisan Voting Index around R+9. With Green seeking the neighboring 18th district, the open TX-09 race features Republican nominee Alex Mealer, who won the May 2026 primary runoff, against Democrat Leticia Gutierrez. Nonpartisan ratings classify the contest as Solid or Safe Republican, reflecting the district's new partisan composition and the absence of competitive polling that would suggest a closer outcome. Traders price Republican victory at 80 percent as the general election approaches on November 3.
