Recent campaign focus on homelessness, housing supply, infrastructure, and property taxes has placed pressure on Horwath’s record, with challengers including city councillor Rob Cooper highlighting perceived shortfalls in addressing rising shelter use and urban growth pressures. Loomis’s business background and platform emphasis on economic development and public confidence in city hall align with polling trends showing him ahead. The field of more than a dozen registered candidates, including Scarlett Gillespie and others with limited name recognition, fragments opposition support and sustains the competitive positioning ahead of key fall debates and voter outreach.
