California Proposition 4 would repeal the 1988 voter-approved ban on public campaign financing, authorizing state and local governments to create optional programs with spending limits and eligibility rules for candidates. Trader consensus favoring rejection at 58.5% reflects organized opposition from taxpayer groups citing concerns over diverting public funds to political contests amid existing fiscal pressures. Historical precedent strengthens this view, as prior ballot efforts to lift the prohibition failed. Supporters, including the League of Women Voters and Common Cause, launched campaigns in early 2026 emphasizing reduced special-interest influence through small-donor matching, but legislative referral via SB 42 has not yet shifted broad voter sentiment. Upcoming November 2026 voting will determine whether local experimentation expands beyond charter cities.
