Recent U.S. sanctions have intensified pressure on Cuba's economy and energy sector, including January and May 2026 executive orders that expanded targeting of foreign oil suppliers, military-linked entities, and broader commercial activities. These measures followed the shift in Venezuelan oil deliveries and built on the long-standing embargo framework. At the same time, Trump administration officials have conducted high-level diplomatic talks, including an April 2026 delegation visit, and publicly referenced negotiations over energy, ports, tourism, and potential sanctions relief. Cuba has condemned the sanctions as illegal while signaling openness to renewed technical cooperation. Upcoming developments such as any further designations or bilateral meetings could shift prospects for a formal economic agreement.
