Republican incumbent Anna Paulina Luna seeks re-election in Florida's 13th congressional district, a seat rated Likely Republican with an R+5 Cook Partisan Voting Index following mid-decade redistricting that shifted boundaries northward into Pasco County and strengthened the district's Republican lean. Democratic challenger Leela Gray, a retired brigadier general, has mounted an early campaign with over $560,000 raised in the first quarter of 2026, focusing on affordability and turnout concerns. Primaries on August 18 and the November 3 general election remain distant, leaving room for national economic conditions, candidate performance in the Republican primary, and voter turnout patterns to influence outcomes. Trader consensus reflects Luna's incumbency advantage and the district's structural tilt while assigning meaningful probability to a Democratic flip if Gray sustains momentum.
