Voter skepticism toward Proposition 38, the $8.4 billion general obligation bond for immunology and immunotherapy research on the November 2026 ballot, underpins the narrow trader consensus favoring rejection. The measure would allocate half the proceeds to a UC-affiliated institute meeting narrow eligibility criteria that appear tailored to one existing nonprofit, while directing the balance to competitive grants focused on cancer, heart disease, and Alzheimer’s. Critics, including former NIH officials, have highlighted risks of fragmented state science policy, long-term General Fund repayment obligations averaging roughly $500 million annually, and the prominent role of a billionaire backer with ties to the designated recipient. Early coverage of these structural details and fiscal trade-offs has shaped the current implied probability ahead of broader polling or campaign spending.
