Katharina Pötter, the CDU incumbent since 2021, advanced to the September 27 runoff as the clear leader after securing 42.2% in the September 13 first round, well ahead of Volker Bajus of the Greens at 22.3% and other candidates including the SPD contender. Traders price her victory probability above 90% due to her established record on local priorities such as economic development and city projects, combined with typical runoff advantages for frontrunners in German municipal contests where fragmented opposition often consolidates behind the top finisher. The market reflects this consensus while leaving limited room for shifts from high turnout mobilization or unforeseen late developments in the final days before the vote.
