Persistent marine layer advection from the cold California Current and coastal upwelling maintains San Francisco's late-August highs near the 67°F climatological average, with official NWS guidance and model consensus pointing to 64–68°F under partly sunny conditions and moderate west winds. The close 46.5%/40% split between the 68–69°F and 66–67°F bins reflects minor uncertainties in marine layer depth, afternoon clearing timing, and exact wind strength that can shift peak readings by a degree or two. Stronger onshore flow or thicker stratus would favor the lower bin, while brief thinning of the inversion layer could allow slightly warmer readings without breaching the historical 70°F threshold seen on only a minority of recent August 29 dates.
