**US sanctions on Cuba have intensified markedly since early 2026 under the Trump administration, with Executive Order 14380 in late January establishing a national emergency and targeting foreign oil supplies, followed by EO 14404 on May 1 authorizing broad new designations across energy, mining, financial, and security sectors plus secondary sanctions on foreign institutions.** Multiple rounds of designations occurred through July 2026, including ten additional entities in mid-July, while recent reporting indicates the administration has de-emphasized military options in favor of sustained economic pressure. Trump has repeatedly called on Cuban officials to “make a deal,” with limited public references to talks in February that have not produced visible progress. Cuba continues facing acute shortages and has pursued limited internal reforms, yet core US demands around governance and security issues remain unresolved. These enforcement actions and the absence of concrete diplomatic breakthroughs shape trader views on the timing and scope of any normalized economic agreement.

A qualifying agreement may include, but is not limited to, US sanctions relief for Cuba or other easing of U.S. restrictions on Cuban imports, exports, shipping, payments, energy trade, or other trade-related activity.
If such an agreement is officially reached before the resolution date, this market will resolve to "Yes", regardless of if/when the agreement goes into effect.
Agreements that include the United States and Cuba as parties, even if they also involve other countries, will qualify for resolution.
Only deals which are officially announced by both parties or confirmed by an overwhelming consensus of credible reporting will qualify. Informal announcements which do not constitute a finalized agreement will not count.
The primary resolution source for this market will be an official announcement by the United States and Cuba, however an overwhelming consensus of credible reporting confirming an agreement has been reached will also qualify.
