Official forecasts from the National Weather Service Houston/Galveston office project a high near 97°F for Houston on August 28 under mostly sunny skies with only a 20% chance of afternoon showers or thunderstorms, supporting the narrow market edge for 96-97°F over 94-95°F. High dew points near 73-75°F sustain strong surface heating while limiting extreme outliers, consistent with late-August climatology where daily maxima average 92-94°F. Sea-breeze convergence and any early convection could trim the peak by 1-2°F in localized spots, creating the tight probability split between those two bins. Updated model runs and NWS briefings through midday will clarify whether boundary-layer mixing reaches the upper 90s or stays capped lower.
