Bipartisan legislation such as the Crimea Annexation Non-Recognition Act, introduced in 2025, explicitly prohibits acknowledging Russian sovereignty over seized Ukrainian territory and reinforces longstanding U.S. policy against legitimizing the 2014 annexation. Ukraine continues to reject territorial concessions, European allies have opposed the shift, and stalled negotiations through early 2026 have left no clear path for executive action before the 2027 deadline. These barriers sustain trader consensus that formal U.S. recognition remains unlikely.
