Visits, interactions with U.S. government personnel, or Raul Castro’s presence in U.S. spaces (including vessels, bases, facilities, or meetings) in a voluntary, non-detained capacity will not qualify. A voluntary surrender to U.S. personnel in which Raul Castro submits to U.S. custody, however, will qualify. Custody that is carried out by non-U.S. entities (including allied or partner forces) will not qualify unless U.S. personnel are physically present and themselves assume custodial control of Raul Castro, or unless a subsequent transfer into U.S. custody occurs. Cuba maintains no extradition treaty with the United States, Castro remains on the island under its sovereignty, and he has continued limited public appearances despite his age of 95 and periodic unconfirmed health rumors. Traders assign low implied probability to custody by any near-term resolution date because physical detention would require either voluntary surrender, a third-country handover, or an unprecedented shift such as regime change or military action—none of which has materialized. Upcoming factors that could influence the market include any verified change in Castro’s location or health status, further US legal or diplomatic moves, or Cuban internal developments through the end of 2026.
