The Virginia Supreme Court’s May 8 ruling nullified the April referendum that had approved a constitutional amendment for mid-decade congressional redistricting, citing procedural violations in how the measure reached the ballot. Governor Abigail Spanberger confirmed that the 2021 map will govern the 2026 midterms because the filing deadline and map-change cutoff have passed, leaving no time for further legislative or judicial action before primaries. An appeal to the U.S. Supreme Court remains pending, yet state election officials have stated that existing districts will be used regardless of the outcome. These confirmed developments—court invalidation, expired procedural windows, and official declarations—explain traders’ strong consensus against adoption of any new congressional map.
