Frank Klingebiel, the long-serving CDU incumbent and Oberbürgermeister since 2006, advanced to the September 27 runoff as the clear leader after the September 13 first round, where he captured 45.6 percent against Patricia Mair’s 25.7 percent for the AfD. Five other candidates, including the SPD’s Tobias Bey at 19.4 percent, split the remaining vote and were eliminated. Klingebiel’s established local profile, prior electoral majorities, and cross-party support in a city with economic pressures and a sizable migrant population underpin trader consensus on his position. The AfD’s council gains reflect localized sentiment, yet the runoff structure and historical patterns in German municipal contests favor the incumbent consolidating non-AfD support. A late shift in turnout or unforeseen development could narrow the outcome, though the current margin indicates limited realistic paths for challengers.
