Thorsten Kornblum's position as incumbent SPD Oberbürgermeister, backed by a decisive 43.3% share in the September 13 first round, anchors trader consensus ahead of the September 27 runoff against CDU challenger Maximilian Pohler. No candidate secured an absolute majority in the initial ballot amid a nine-candidate field that included Green, AfD, and smaller-party contenders, triggering the two-way contest. Kornblum's margin of more than 26 points over Pohler, combined with SPD's established local organizational strength and record on municipal services, underpins the elevated implied probability. A runoff outcome could still shift if turnout drops sharply or late endorsements realign voter blocs, though historical patterns in comparable German local races favor the first-round leader.
