**A broad coalition of health care providers, including the California Medical Association, California Hospital Association, and community clinic networks, has mobilized substantial opposition funding exceeding $33 million—nearly double the support raised by the sponsoring SEIU-United Healthcare Workers West.** This financial and organizational advantage, combined with legal challenges filed by clinic associations seeking to block ballot placement, has shaped trader expectations that the measure requiring federally qualified health centers to allocate at least 90 percent of revenue to mission-related patient services will fail on November 3, 2026. Critics highlight risks of reduced reserves, curtailed capital investments, and potential clinic closures affecting underserved populations, while the union-backed initiative advanced via over one million signatures. These dynamics reflect entrenched institutional resistance typical of California ballot measures pitting labor interests against provider networks.
