Israel’s security cabinet approved a legal framework for limited ISF entry in late July 2026, with pledges from Albania, Kosovo, Morocco, Kazakhstan, and others, plus $206 million in US funding notified to Congress. However, Prime Minister Netanyahu has rejected phased withdrawal ahead of full Hamas disarmament, leading to resumed Israeli strikes on militants and repeated ceasefire violations reported through mid-August. US envoy Jared Kushner’s August meetings with Israeli and Hamas officials produced no breakthrough on sequencing, while mediators including Egypt, Qatar, and Turkey urged de-escalation. Deployment remains contingent on further approvals and compliance, with East African delegations visiting Israel in late August to discuss participation. Trader sentiment reflects uncertainty over whether these diplomatic and security hurdles will delay or block foreign troop presence before year-end milestones.
