Canada's federal government sharply reduced 2026 temporary resident targets under its Immigration Levels Plan, cutting new student permits by nearly half and temporary worker admissions by 37 percent compared with prior levels while stabilizing permanent resident admissions near 380,000. These measures, intended to lower the non-permanent resident share below 5 percent of the total population, have produced consecutive quarterly declines, including a 55,000 drop in the first quarter of 2026 and an annual contraction of roughly 102,000 people in 2025—the first such yearly fall since Confederation. Statistics Canada data show the resulting net migration slowdown continuing into 2026, supporting trader consensus that the full-year decline will exceed prior records amid sustained policy restraint.
