California Proposition 41, scheduled for the November 3, 2026 ballot, requires pre-election audits by the State Auditor for voter-initiated special tax measures once they reach 25% of required signatures, plus recurring four-year audits for new or increased special taxes enacted after January 1, 2026, with costs covered by tax revenues. It also bars new state taxes from exclusion under the existing voter-approved spending limit. The measure qualified in June 2026 and directly competes with Proposition 40, a proposed wealth tax; if both pass, the higher vote total prevails. Trader consensus near 53% Yes reflects balanced views on enhanced program oversight and spending restraint versus potential constraints on future revenue measures, with outcomes likely hinging on turnout among fiscal conservatives and public sector advocates plus any late shifts in polling on the paired initiatives.
