The Virginia Supreme Court's May 8 ruling struck down the constitutional amendment voters approved in April, citing procedural violations by the Democratic-led legislature when placing the measure on the ballot. This decision nullified the new congressional map drawn to favor Democrats in 10 of the state's 11 districts and keeps the existing 2021 lines in place for the November midterms. Subsequent appeals to the U.S. Supreme Court were denied, removing the last procedural path for implementation before candidate filing deadlines. With no further legislative or judicial mechanism available to enact mid-decade redistricting in time, traders assign a 94.5 percent probability that the current map will govern the elections.
