Peggy Flanagan holds an 86% implied probability as the Democratic primary winner in Ramsey County due to her expanding statewide polling lead, party endorsement secured in May, and strong backing from progressive DFL voters in urban St. Paul. Recent surveys show her advantage over Angie Craig doubling to 14 points among likely primary voters just before the August 11 contest, despite Craig’s fundraising edge and moderate positioning. Key drivers include Flanagan’s local endorsements from figures like St. Paul Mayor Melvin Carter, Tina Smith’s support, and debate performances highlighting differences on healthcare and immigration. Craig trails at 9% in this county market, reflecting weaker appeal in the progressive-leaning area compared to her broader fundraising strength. Multiple lower-volume candidates sit near even odds amid limited county-specific data.
