Negotiations have remained stalled since then, with Russian Foreign Minister Sergey Lavrov stating in mid-April that resuming talks is not Moscow’s priority amid ongoing territorial disputes over Donbas. A short-term ceasefire observed around Russia’s Victory Day in early May saw mutual violation claims, while recent Russian strikes on Kyiv and Ukrainian drone attacks on Russian energy sites have continued. Ukrainian President Volodymyr Zelensky has repeatedly called for renewed high-level engagement, yet core disagreements over land and security guarantees persist without scheduled follow-up meetings.
