The Trump administration has sustained maximum economic pressure on Cuba through expanded sanctions and executive orders targeting energy, defense, mining, and related sectors, building on the January 2026 national emergency that authorized tariffs on foreign oil suppliers. Cuban officials have confirmed ongoing high-level negotiations and presented a roadmap for economic cooperation focused on ports, tourism, energy, and private-sector openings. U.S. statements emphasize the need for structural reforms alongside any easing of restrictions, while Havana seeks relief from the effective fuel blockade amid its domestic crisis. Resolution of a potential deal depends on progress in these talks, Senate dynamics on related legislation, and any shifts in Cuban policy responses within the coming months.
