Canada's population fell by roughly 102,000 people in 2025—the first annual decline on record—driven by sharp net outflows of non-permanent residents after federal caps on international students and temporary workers took effect. Government projections and the 2026-2028 Immigration Levels Plan point to continued stabilization, with permanent resident admissions held at 380,000 and temporary resident targets lowered further to bring their share below 5 percent of the total population. This combination is expected to produce flat or near-zero net growth in 2026, implying a smaller decline than the prior year. Trader pricing remains closely balanced because any acceleration in economic-driven emigration, unexpected policy reversals, or shifts in birth and death rates could alter the final annual figure before year-end resolution.
