The Missouri Amendment 3, a legislatively referred measure combining restrictions on most abortions with a permanent prohibition on gender transition procedures for minors, heads to the November 2026 ballot after House and Senate approval in 2025. Voters ratified a constitutional right to reproductive freedom in 2024, establishing a high bar for repeal and shaping current resistance to further limits. Recent polling shows broad support for barring puberty blockers, hormones, and surgeries for those under 18, a factor that could strengthen the measure, yet pairing these provisions with abortion rules creates competing dynamics in a state where access remains legally protected until fetal viability. Separate bills to remove the 2027 sunset from the existing care restrictions have cleared the House but remain pending. Trader expectations of rejection align with these voter-approved safeguards and the measure’s structural hurdles ahead of election day.
