California's legislature passed and Governor Newsom signed SB 417 in June 2026, placing the $11.25 billion Veterans and Affordable Housing Bond Act on the November ballot as Proposition 1. This measure authorizes general obligation bonds to replenish exhausted 2018 funding for multifamily construction, homeownership programs like CalHome, farmworker and tribal housing, student units, and permanent supportive housing, with a dedicated veterans' loan component repaid through borrower payments. A broad coalition spanning housing advocates, labor, business, and local governments backs the measure, while opposition remains limited to a small number of legislators. Early statewide surveys showed roughly even initial support, and the current 60.5% Yes implied probability aligns with the measure's official placement, targeted voter appeals, and California's ongoing affordability pressures ahead of the fall campaign.
