The Virginia Supreme Court’s May 8 ruling struck down the constitutional amendment voters narrowly approved in April, citing procedural violations by the Democratic-led General Assembly in placing the measure on the ballot. That decision blocked implementation of the new congressional map drawn to favor Democrats in ten of the state’s eleven districts and ordered use of the existing lines from the 2022 and 2024 cycles. Subsequent appeals, including an emergency application to the U.S. Supreme Court, were rejected, confirming that the prior map will govern the November midterms. These confirmed legal outcomes have produced strong trader consensus that no new map will take effect.
