Canada's federal government has implemented the 2026-2028 Immigration Levels Plan, stabilizing permanent resident admissions at 380,000 annually while sharply reducing temporary resident targets and capping non-permanent residents near 5% of the population by late 2027. Statistics Canada data through Q1 2026 recorded three consecutive quarterly declines, including a 55,000 drop (-0.1%) to 41.4 million, driven by net outflows of non-permanent residents following tighter rules on international students, work permits, and foreign workers. Parliamentary Budget Officer projections indicate flat overall population growth for the year as these policy measures offset natural increase and permanent inflows. Trader consensus on a net annual decline aligns with this sustained shift from prior high-growth periods.
