Democratic Rep. Henry Cuellar holds a strong position as the incumbent in Texas’s 28th congressional district ahead of the November 3 general election. He secured his party’s nomination comfortably in the March primary against limited opposition. Republican nominee Tano Tijerina, who won his primary in March, faces the challenge of overcoming the district’s historical Democratic lean and Cuellar’s established voter base in South Texas border counties. Trader pricing reflects these structural advantages for the Democratic nominee, with limited recent developments or polling shifts altering the outlook in the weeks since primaries concluded.
