Traders assign overwhelming confidence to Venezuela not becoming the 51st US state because no formal annexation proposal, congressional resolution, or territorial integration process exists between the two sovereign nations. US statehood requires Senate and House approval under constitutional procedures that apply only to organized territories, while Venezuela maintains independent foreign policy, membership in international bodies, and ongoing diplomatic tensions centered on sanctions, elections, and migration. Recent bilateral developments have focused on sanctions relief discussions and border security rather than any territorial claims. Although rare geopolitical shifts such as a negotiated merger or major treaty could theoretically alter trajectories, no verifiable official actions or announcements within the past year indicate movement toward such an outcome.

An official agreement that is announced will suffice to resolve this market to "Yes", regardless of when it is slated to go into effect. If any territory that includes no portion of Venezuelan land is made the 51st US state within this market's timeframe, this market will immediately resolve to "No".
The primary resolution source for this market will be information from the government of the United States, however a consensus of credible reporting will also be used.
