United Russia enters the September 2026 State Duma and regional elections with entrenched institutional advantages, including administrative resources, party-list control, multi-day voting procedures, and the exclusion of genuine opposition candidates that have historically secured majorities or pluralities across Russian regions. Recent 2025 regional contests reinforced this pattern, with United Russia-aligned candidates capturing nearly all governorships and roughly 81 percent of legislative seats amid documented irregularities. Trader consensus at 58.5 percent for sweeping every region reflects these structural factors alongside reports of softer approval ratings tied to wartime economic pressures, though Kremlin coordination on turnout targets and candidate selection continues to shape outcomes. Scheduled voting from September 18–20 leaves limited room for late shifts absent major disruptions.
