The overwhelming trader consensus against Venezuela becoming the 51st U.S. state reflects core constitutional, legal, and geopolitical barriers that make the outcome highly improbable. Venezuela functions as an independent sovereign nation under its own constitution and international recognition, with no pending legislation, executive action, or congressional resolution proposing annexation or statehood. U.S. admission of new states historically requires mutual consent through acts of Congress and often a formal territorial process, none of which apply here or show any recent movement. While late-breaking developments such as major diplomatic shifts or unforeseen crises could theoretically alter trajectories, current policy priorities and global norms provide no basis for such change within foreseeable timelines.

An official agreement that is announced will suffice to resolve this market to "Yes", regardless of when it is slated to go into effect. If any territory that includes no portion of Venezuelan land is made the 51st US state within this market's timeframe, this market will immediately resolve to "No".
The primary resolution source for this market will be information from the government of the United States, however a consensus of credible reporting will also be used.
