Canada’s population has recorded multiple consecutive quarterly declines since mid-2025, driven by federal caps on temporary residents and sharp reductions in new international student and foreign worker arrivals under the 2026-2028 Immigration Levels Plan. Statistics Canada data show net outflows of non-permanent residents exceeding 170,000 in a single quarter, producing the first annual national decline on record by early 2026. Government targets seek to lower the temporary resident share below 5% by end-2027, sustaining negative net migration through 2026 and projecting flat or negative annual growth. These policy measures, reinforced in late 2025, have already generated larger quarterly drops than prior periods, supporting trader consensus that the full-year 2026 contraction will exceed historical benchmarks.
