President Trump signed the Lindsey O. Graham Sanctioning Russia and Iran Act into law on September 18, 2026, after the Senate approved it 86-11 and the House passed it 262-159. Strong bipartisan backing, momentum from Graham’s legacy, and the president’s signaled support following stalled Ukraine negotiations drove the outcome. The measure targets Russian energy exports, shadow fleets, officials, and banks while granting the executive new tariff powers on major Russian oil buyers. Trader consensus at 100% reflects the completed legislative process and absence of any veto signals. Only an unforeseen reversal of the enacted law before resolution could shift this assessment.
