Democratic incumbent Judy Chu holds a commanding position in California's 28th congressional district, where the partisan lean and top-two primary system strongly favor Democratic continuity through the November 2026 general election. Recent candidate filings show limited Republican opposition from former Arcadia councilor April Verlato alongside intra-party challengers, while nonpartisan ratings classify the race as solidly Democratic. Local recovery priorities after January's Eaton Fire have kept focus on the incumbent's established record, reinforcing trader assessments that the seat remains well within Democratic reach absent major shifts in turnout or late developments.
