Incumbent Democrat Sam Liccardo holds a commanding position in California's 16th congressional district ahead of the November 2026 general election. The Silicon Valley-based seat carries a strong Democratic partisan lean exceeding D+25, reflected in Cook Political Report's Solid D rating and similar assessments from other forecasters. Liccardo secured 75.6% in the June 2026 top-two primary, advancing easily against Republican challengers including Peter Sundin Soulé. Trader consensus at 95% for Democrats aligns with this structural advantage, historical base rates for safe seats, and the absence of competitive polling or major shifts. A late scandal, health issue, or unprecedented national Republican wave would be required to alter the outcome, though such developments remain rare in districts of this makeup.

A candidate without a ballot-listed affiliation to either the Democrat or Republican parties will be considered a member of one of these parties based on the party with which they most recently expressed their intent to caucus at the time all of the House elections are conclusively called by this market's resolution sources.
